This page is an overview of recertification to offer instruction and for purposes of student recruitment in the state of Missouri. It also provides links to all application and data forms as well as to various support materials.

Application Process

The 2013-2014 application materials for recertification became available to schools in early January. Separate applications are provided for schools currently offering instruction in the state (DHE 300A) and for those schools only recruiting students from Missouri (DHE 600A).

Printed application materials are not routinely mailed to schools. If a school needs printed application forms, the preferred method is to print one of the applications available from the department website. If that is not feasible, the forms are available by request from the department. You may contact us by telephone or by using the recertification information request form.

In addition, if you have problems downloading the applications or individual data forms, copies can be provided by other means upon request by telephone or the recertification information request form.

Although the application is available electronically, please keep in mind the application cannot be submitted electronically and the department will not accept files or documents provided in that fashion as meeting submission requirements or deadlines. Once completed, a printed and signed copy of the application must be delivered to the Department of Higher Education, PO Box 1469, Jefferson City, MO 65102, no later than 5:00 p.m., Friday, March 15, 2013. It is suggested that the application be submitted by certified mail or other receipt request delivery to the attention of Proprietary School Certification. The Classification of Instructional Programs (CIP) codes are critical to several aspects of the application completion process. You can access additional information about these codes through the main CIP page maintained by the National Center for Education Statistics (NCES). This site provides an easy mechanism for researching specific CIP codes. If you still need more information about this classification system and your programs, you can contact the department.

Changes/Revisions for 2013

There are two major revisions to the recertification application due to legislative changes approved in HB 1042. The minimum certification fee has increased from $250 to $500, and the maximum certification fee has increased from $2,500 to $5,000. In addition, the revised statute provided for an increase to the maximum amount a school may need to provide for a security deposit. The application contains other minor typographic and formatting revisions.

It should be noted that effective February 28, 2013, the department is authorized to assess a late fee of $10 per day, exclusive of Saturdays, Sundays and holidays. In order to avoid the assessment of late fees, please ensure your school submits the complete recertification application by the March 15, 2013 deadline.

Student Records

Continued attention to the accuracy and completion of the student record process is essential to the accuracy of the information provided by the department about postsecondary schools and to our recertification process. Please be sure to review your records and procedures concerning the submission of both enrollment and exit data. The data submitted over the last year will be reviewed as part of the recertification process, and we will be contacting schools whose information is missing or appears to contain errors. Please note that submission of this data is a required part of certification to operate in Missouri and failure to fulfill this responsibility can impact approval of your application and the issuance of a certificate of approval.
