How Will These Changes Affect My:

Application for initial certification?

All complete applications for initial certification to operate received on or before December 31, 2012 must comply with the new security deposit requirements in order to receive certification. These applicant schools will not be required to pay an application fee and will be charged an initial certification fee of $250 if the school completes the certification process by June 30, 2013. Schools that fail to complete the certification process by June 30, 2013 will be required to pay an initial certification fee as outlined under the new rules. The rules will become effective February 28, 2013.

Application for exemption?

All complete applications for exemption from the requirements of the Proprietary School Certification Program received on or before the effective date of implementation of the fee rules will not be required to submit an application fee. The rules will become effective February 28, 2013.

Application for recertification?

Applications for the 2012-2013 recertification cycle are not impacted by the legislation or proposed rules at this time. Schools will be required to comply with the new base fee as well as the new security deposit requirements in order to be recertified during the 2013-2014 recertifciation cycle.

Security Deposit?

Certified schools should carefully review their most recent recertification application to determine if the school may be required to increase the amount of the security deposit on file with the department. If the security deposit calculation (Item 55) resulted in an amount greater than $25,000, the school may need to transition to a higher amount as this will be a requirement for the 2013-2014 recertification cycle. Schools are urged to contact their banks/insurance companies to make arrangements for this adjustment.

New Program Requests?

Certified schools that have submitted a new program request prior to implementation of the fee rule will not be required to pay the new program review fee. The rules will become effective February 28, 2013.

Program Change Requests?

Certified schools that have submitted a program change request prior to implementation of the fee rule will not be required to pay the program change review fee. The rules will become effective February 28, 2013.
