MDHE staff is involved in the approval of new academic program proposals, changes to existing programs, and the off-site delivery of existing programs by public institutions. MDHE staff also reviews and offers comments on programs from independent institutions. The Coordinating Board for Higher Education, at its June 8, 2017 board meeting, approved a new three-tiered framework for the review and approval of new academic program proposals and the processing of program changes, which went into effect on July 1, 2017. This new framework is meant to streamline the process so that institutions have the flexibility to meet workforce and student needs while also maintaining fidelity to their core missions.  Additional information on this new process can be found here:

Staff Review (public and independent institutions)

Staff review applies to minor program changes to existing academic programs such as:

  • Inactive status
  • Program deletion
  • Change of program title or CIP code
  • Combination programs
  • Single-semester certificate programs
  • One-year certificate programs with a parent degree
  • Options (adding or deleting)
  • Change of address notification
  • Closed location notification

 

Timeline for Submission of Program Changes

For all requests submitted by the first of the month, MDHE will review, process, and report back to institutions by the end of the same month.  For example, program changes submitted by August 1 should be completed and institutions notified by the end of August.  All actions will be reported at the CBHE board meetings according to the following schedule:

Reporting Program Changes

Program changes will be reported on the Program Change Request for Staff Review (pdf) or Program Change Request for Staff Review (Word).  You may submit the form by clicking the "submit" button within the form or you may save it to your computer and submit electronically to he.academicprogramactions@dhe.mo.gov. 

Routine Review (public and independent institutions)

The routine review process is for new academic program proposals that:

  • Fall clearly within the institution's CBHE-approved mission;
  • Will be offered within the proposing institution's CBHE-approved service region (two-year public institutions); 
    • Does not apply to independent institutions
  • Will not unnecessarily duplicate an existing program in the applicable geographic area;
  • Will be offered at the main campus or at a CBHE-approved off-site location (four-year public institutions);
    • Does not apply to independent institutions
  • Build on existing programs and faculty expertise; and
  • Certify that the cost to launch the program will be minimal and within the institution's current operating budget. 

 

Timeline for Submission of Program Changes

For all requests submitted by the first of the month, MDHE will review, process, and report back to institutions by the end of the same month.  For example, program proposals submitted by August 1 should be completed and in most cases, institutions notified by the end of August.  New program proposals will be posted for public comment for 20 business days.  Once all comments/concerns are resolved, the commissioner of higher education shall approve the program provisionally for five years (public institutions only).  At the end of the five year period, the MDHE will review the program to determine whether it should be approved unconditionally, remain provisionally approved, or be terminated (public institutions only).

Submitting New Program Proposals for Routine Review

New program proposals for consideration at the routine level will be submitted using the New Program Form (pdf) or the New Program Form (Word).  You may submit the form by clicking the "submit" button within the form or you may save it to your computer and submit electronically to he.academicprogramactions@dhe.mo.gov. 

Comprehensive Review (public institutions only)

New program proposals for comprehensive review will be determined by the following:

  • The program is outside an institution's CBHE-approved mission.
  • The program will be offered outside the institution's CBHE-approved service region, main campus, or approved off-site location.
  • The institution will incur substantial costs to launch and sustain the program.
  • The program will include the offering of degrees at the baccalaureate level or higher that fall within the CIP code of 14, Engineering.
  • The program will include the offering of a doctoral degree.
  • The program will include the offering of an education specialist degree. 

Any one of the seven situations listed above will trigger a comprehensive review. 

 

Review Process

MDHE staff, in consultation with appropriate and qualified representatives from other institutions, shall review a complete proposal. MDHE staff and institutional representatives will provide feedback and the proposing institution responds to the feedback.  Annual reporting requirements for approved new programs include the numbe rof students competing the program, job placement rates of graduates, success on applicable licensure exams, and the extnet to which it is meeting the needs it was designed to address.

 

Timeline for Submission of Comprehensive Program Proposals

Proposals must be submitted to the CBHE by July 1 of each year.  The CBHE will determine which proposals to move forward with and announce its decision at the September CBHE meeting.  Final decisions to approve programs will ordinarily be made by February of the following year.

 

In the first year (July 1, 2017-June 30, 2018), the CBHE will consider no more than three (3) proposals in total, with no more than two (2) proposals from either public universities or public two-year institutions. 

 

In the second year (July 1, 2018-June 30, 2019), the CBHE will consider no more than five (5) proposals, with no more than three (3) from either public universities or three (3) from public two-year institutions. 

 

Proposal Format

A complete proposal for comprehensive review should include:

  • Evidence of good faith efforts to explore the feasibility of collaboration with other institutions whose mission or service region are within the scope of the proposed program.
  • Evidence that the offering institution is contributing substantially to the CBHE's Blueprint for Higher Education.
  • Evidence of institutional capacity to launch the program ina high-quality manner.
  • Evidence that the program is needed.
  • A clear plan to meet the articulated workforce need.

Provisional Review of Academic Programs

Effective July 1, 2011, the CBHE will give provisional approval to new academic programs. The MDHE will review the program five years from the date of its provisional approval. If this review indicates that the program is not performing as expected, the CBHE may recommend the termination of the program, unless there are compelling justifications (i.e., central to institutional mission; supports other programs; meets statewide needs) for continuing the program.

For the five-year review, the MDHE will request that an institution provide enrollment, graduation and staffing data for the program, as well as a brief summary of program performance. If the program is performing as well as or better than the projections in the original program proposal, the MDHE will recommend that the CBHE approve the program without conditions.
